Eventually, I don't have any better time table than that.

Tier 4 Merchant clothing will allow you to do some upcoming level 30ish quests that require Merchant presence. As we backfill Merchant clothing into earlier tiers we'll make content or switch a few Presence values to match (for instance, the frustration some of you feel about vendors being "domestics.")
