That is quite accurate. Which is why I'm wondering, post Thestra and post Qualia, what they'll do for noble houses. I'm thinking the wood elves are out, just by how their council works. Martok maybe a bit too far in the warlord style of diplomacy to really have noble houses; which brings us back to Tanvu.

I don't think Tanvu will ever become the 'capitol' in name, but in function, it is easier to handle than the other two places.
