State of Writ Rewards (and Orange Entertainer Gowns) + another Aruspex's Coming Soon

Linear and I pretty much finished up Afrit Civic Friday. A couple notes on the place:

- It's tier 5, which means 400+ skill parleys. Also, be looking for 700 Presence points. This is lower than our metric - but the metric demands tier 4 and 5 clothing (which isn't widely available) so we went with the tier 4 metric.

- Academic, Noble, and Outsider. There are 2 "combo" dip cards ("Bitter Experience" and "Not My Problem") on one hour timers available. The combo will become apparent when you see them. There are some 3 hour Adventuring buffs, some of them you have seen before, one is a new cold proc for adventurers 46-50.

- The levers are more difficult than the major cities. They oppose each other more and they require higher numbers to threshold.

- There's a couple surprises in there too.
