There are two versions of that vest because the original version was too high of a level for the quest that rewarded it. It's a level 12 quest that you can get at level 9 but it was rewarding a level 19 vest. That said vest wasn't even equippable by some people because it cost them too much EE at the level that they could get it. I got message asking me why in the world that someone could complete a quest for a vest that they couldn't equip, heh...was obviously taken aback myself.

Rather than nerfing the original vest, I just copied it and set it at the appropriate level for the quest. I just changed the name of the level 12 vest so folks won't think that it's the same vest.

Long story, short? A level 19 vest from that quest wasn't intended and was fixed without nerfing the vest that people had gotten up until the fix.
